About Our Practice

Family Planning Center is an outpatient medical and surgical practice that has been in business for 20 years.
Family Planning Center is a 2-story homelike office in a quiet, residential neighborhood.
Family Planning Center is staffed by caring, professional women including experienced RMAs and a certified Physician's Assistant (We are sensitive to our patients' privacy and confidentiality.)

Family Planning Center is a Florida State Medicaid provider with reasonable and honest fees (Our individual counseling and educational efforts are extensive and we are OSHA & CLIA compliant. Staff certifications and cross-training are consistently updated.)

Family Planning Center is not a clinic (state regulated); rather, we are a private, solo physician practice.

Family Planning Center is dedicated to women's health & gynecology, but do not offer obstetrics or infertility care (On rare occasions, we have facilitated an adoption without fee. Circumcision is our only pediatric care; male partners can receive various services and some family practice is provided for our established patients.)
Sterilizations
All sterilization techniques should be considered permanent. Therefore, patients should only consider sterilization as a birth control option when they are certain that they do not wish to have any future children. If you have any doubt that you might want children in the future, you should not consider sterilization!
Please note that sterilizations do not offer protection against sexually transmitted diseases (STDs). Proper protection against STDs must be used after sterilization.

Biopsy
Biopsies are samples of tissue that a physician takes for laboratory analysis.
There are numerous reasons why your doctor might want to take a biopsy, but the most common is to analyze abnormal cell growth. When a biopsy is taken, the doctor will normally administers a local anesthetic and then excises the tissue.

Cryosurgery
Cryosurgery is the process of freezing tissue to stop abnormal cell growth. The abnormal cell growth can vary from a simple case of warts to a moderate case of cancer.
The cervix is frozen using a cryoprobe that conducts a continuous flow of liquid nitrogen. No anesthesia is necessary.

Circumcisions
Circumcisions are a time-honored ritual throughout many cultures and religions. (For example, they are considered to be a religious rite in Judaism.) Many advocates believe that circumcisions promote cleanliness and a lower incidence of penile cancer and disease.
Family Planning Center performs in-office circumcisions for infants, teens, and adults. The length of the procedure varies with the age of the patient (10 minutes for an infant and up to 60 minutes for an adult). Parents of small children may stand at the doorway to watch the procedure. A local anesthetic is always used for used for patients 6 weeks and older.

L.E.E.P
Loop Electrosurgical Excision Procedure (L.E.E.P.), also known as Large Loop Excision of the Transformation Zone (LLETZ) is a 10-minute surgical procedure that removes pre-cancerous uterine cervical tissue.
The procedure is typically done with only a local anesthetic; however, patients may opt to have a "twilight" IV sedation.

The Quinacrine Sterilization Procedure
The Quinacrine sterilization procedure requires two insertions of Quinacrine pellets into the uterus. The insertions are performed four weeks apart to ensure the best results from the procedure.

About Our Doctor
Our physician, Randall B. Whitney, MD, is a formerly board-certified family practitioner who has practiced medicine in Florida since 1965. Dr. Whitney specializes in female sterilizations and outpatient surgeries. Additionally, he is a member of the following medical organizations:

About Managed Care
Family Planning Center does not hold contracts with any managed care organization but it does accept patient referrals for outpatient services that are not offered by managed care physicians (for example, we provide infant circumcisions).

No need for an appointment.
Our office is open on Tuesdays from 1:00PM to 6:00PM. We do not take appointments. All patients will be seen on a walk-in basis.
